WHEREAS the Member States of the United Nations have agreed
unanimously to the overall concept of "general disarmament"
Since 1961,

and

WHEREAS the. arms race has continued unabated since then at
enormous cost (estimated now at $600 billion a year),

and

WHEREAS the United Nations has agreed unanimously. in 1978
that: "Mankind is confronted with a4 choice: we must halt the
arms race. and proceed to disarmament or face annihilation",

and

WHEREAS .individual citizens have the right to Participate
in such .a. profound choice, wo

WHEREAS 132 cities and towns in 7 provinces and the N.W.T.
have already held municipal referenda on General (or nuclear)
Disarmament alongside their municipal elections,
