MARY Rta! rename natn SETI AL a Bertie aes iLibrary Lease ‘B/law #1443-1st ‘3 readings May 17th, 1976 Moved by Alderman Ranger: Seconded by Alderman Kerviuk: That the following resolution be submitted to the 1976 Convention of the Union of British Columbia Municipalities: WHEREAS the Minister of Municipal Affairs, in 1976, transmitted certain amounts to various municipalities who suffered a financial loss with the removal of fines as a source of Municipal revenue; AND WHEREAS the Honourable Minister, in his letter of transmittal stated that payment of the Grant cannot be construed as an indication that there will be a continuance of this assistance; AND WHEREAS it is desirable that these Grants be continued; THEREFORE BE IT RESOLVED that the Minister of Municipal Affairs and the Provincial Government be requested to continue payments to those municipalities who suffered a financial loss with the removal of fines as a source of Municipal revenue. Carried. Aldermen Laking and Traboulay voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued and Alderman Laking stated he did not thank any municipality should be budgeting on the basis of revenue from fines, but rather that additional funds should be provided through an increase in the per capita grant; however, Alderman Ranger pointed out that while the City has never budgeted on revenues from fines, he felt an effort should be made to get all the financial assistance possible from the Provincial Government. Alderman Keryluk stated he agreed with the comments made by Alderman Ranger; however, Alderman Traboulay concurred with the view expressed by Alderman Laking and suggested that the Provincial Government be instead requested to increase the $34.00 per capita grant to $50.00. BY-LAWS: Alderman Keryluk introduced a By-law to authorize the Corporation of the City of Port Coquitlam to lease certain property from Horner Developments Ltd. for use as a library. Moved by Alderman Keryluk: Seconded by Alderman Ranger: That By-law No. 1443 be read a first time. ; . Carried.
