AND WHEREAS a provisional certificate of self-liquidation has been

dasued in respect of the sewer system of che municipality;
AND WHEREAS the amount of the authorized debenture debt of the City

is $3,530,470.00 of which $3,205,470.00 41s existing outstanding debenture debt

and $325,¢°9.00 is authorized and unissued debenture debt, and none of the

principal or interest of the debenture debt of the City is in arrears;

AND WHEREAS the maximum term for which debentures may be issued to
secure the debt created by this By~law is twenty (20) years;

AND WHEREAS the approval of the Inspector of Municipalities has
been obtained;

AND WHEREAS descriptions and plans of the works proposed has been
prepared and placed on file in the office of the City Clerk;

NOW THEREFORE the Municipal Council of The Corporation of the City
of Port Coquitlam, in open meeting assembled, enacts as follows:
1. Tne Municipal Council is hereby empowered and authorized to undertake
and carry out or cause to be carried out the construction of certain
Recreational Facilities including a covered swimming pool, a social-recreation
centre, an ice surface, and a senior citizens' centre generally in accord with
the plans and specifications that have been placed on file in the Office of
the City Clerk and to do all things necessary in connection therewith and
without limiting the generality of the foregoing:

(a) To borrow upon the credit of the City a sum not to exceed one million
nine hundred and ten thousand ($1,910,000.00) dollars; and
(b) To acquire all such real property, easements, rights-of-way, licences,

rights or authorities as may be requisite or’desirable for or in connection
with the construction of the said Recreational Facilities.
2. This By-law may be cited for all purposes as the "Recreational
Facilities Construction and Loan Authorization By-law, 1973, No.1251 "',
