.A8 - The Terrace Standard, Wednesday, February 23, 1994 Parking persuader passed THE CITY has armed itself with a club 1o persuade those con- structing new buildings in the eastern part of the downtown core to provide off-sirect parking. City building regulations re- quire any development to include on-site parking stalls, the number depending on the size of the building and its proposed use, However, a 1986 by-law waived those requirements in the eastern downtown area, The rationale at the time was it would encourage ihe establish- ment of new businesses. Last July a city staff planning group called for the repeal of the by-law. The recommendation followed increasing complaints fom mer- chants and the Happy Gang Centre about downtown parking problems. Council has now given two readings to a new by-law repeal- ing the 1986 measure, but will hold it there for now. That means the original relaxa- tion is still in force. ' Administrator Bob Hallsor said the city will still ask developers to provide off-street parking, The most recent development in that area, the Plark building at the comer of Kalum and Lakelse, did just that. However, having a repealing by-law al the ready gives the city what Hallsor called “‘an option’? should a future developer decline to provide off-street parking. In other words, if a developer tefuses to co-operate, council can quickly repeal the 1986 relaxation and force compliance. ALREADY FACING parking congestion in much of the downtown area, council last week took steps to ensure new con- struction at the east end doesn’t make the problem worse.
