The structure of the company was not disclosed at the time, but Skeena MLA Dave Parker said the government would be the "majority shareholder". It is estimated the road will cost $20 million to build, with the government expected to contribute $7-$10 million. Parker claims the cost will be recovered through tolls on industrial and commercial traffic. Fulton points out that the mines were established on-a fly-in, fly- out basis, saying that gold mining is well-suited for that kind of arrangement.
