5. With respect to the soil types and capabilities, a study undertaken for the City this summer showed the properties in question to be marginal for either agriculture or building. If the area is to be used for *griculture, field drainage and summer irrigation must be provided. Likewise, if the area is to be used for urban purposes, better load bearing soil must imported and buildings must be elevated above flood level. In summary, both uses success depend. on improvements to the land. 6. In conclusion, it is this report's recommendation that the City inform G.V.R.D and the A.L.
