Alderman Laking introduced eight By-laws to amend the City's Zoning By-laws. In speaking to the subject Alderman Laking indicated that the Department of Highways have refused to grant access to the Lougheed Highway from properties along the Highway in the vicinity of Coast Meridian Road, thus creating a serious access problem to commercial properties in the area, as the sole access would be chrough residential areas. Alderman Thompson further suggested that the creation of a ‘strip’ commercial development running along the highway (such as occurs in neighbouring municipalities) was not considered a desirable type of development, and therefore action should be taken at this time to prevent such an occurrence. In view of recent enquiries with respect to the possible development of the most westerly parcel covered by the By-laws, the City Administrator noted, upon the advice of the Solicitor, that if any action was to be taken by the Council in an attempt to avoid any future problems, time was of the essence, and that first two readings at this time would permit the legalities of such action to get uncerway. Alderman Ranger expressed concern over the lack of time he had to consider the matter and felt more information on the subject should be made available prior to the readings being given,
