May 5th, 1975 it was decided to refer the application back to the Committee. Since then, the proposal has remained inactive until recently and meanwhile an amendment to the Zoning By~law to lower densities in apartment zones was introduced and adopted by Council on October 7th, 1974, which reduced the density at the Westgate site from 18 to 9 units per acre. On April 25th, 1975, Mr. Toigo of Westgate met with the Planning & Zoning Committee on an amended development proposal of 4 2-storey apartment blocks with 76 units. Moved by Alderman Laking: Seconded by Alderman Keryluk: That as recommended in a report from the Planning & Zoning Committee, May 1st, 1975, Application R#15/75 be approved for development under a Land Use Contract; Subject to approval of final development plans and approval of the City Engineer on servicing. Prior to the question being called on the foregoing proposed resolution, a discussion ensued, and the City Planning Officer explained that the site of the proposed development was located South of Woodside Estates and relatively close to the G.V.R.D. Housing Project, with entry from Coast Meridian Road by private driveway. The Planning Officer further advised that it was proposed to construct 2~storey "walk-up" apartments with all surface parking. Mr. Toigo of Westgate Enterprises Ltd. was in attendance at the meeting and on invitation from Acting-Mayor Alderman Thompson, gave a brief outline of the project and mentioned the fact that it will now be rental accommondation rather than condominium as previously proposed. Alderman Mabbett commented that when the proposal was considered previously, the Council had a very strong preisrence for underground parking; also, concern was expressed that the access rvad off Coast Meridian would not be wide enough to accommodate a fire truck, particularly with respect to turning; however, Mr. Toigo stated the project Architect felt the access complied with the requirements in that regard. Alderman Laking advised that because of the parking and other aspects the application was submitted to Council for comment. Alderman Ranger inquired whether the proposal would be sent to the City's Planning Consultant, Mr. Bruno Freschi, for comment, and Acting-Mayor Alderman Thompson advised that it would be.
