Eng., DATE: November 19, 1990 Deputy City Engineer ike de Boer Project Technician MARY HILL BY-PASS WIDENING A review of the Mary Hill By-Pass Functional Design Study was done with comments listed below. A} Section 3.2.4. Road Improvement Needs: 1) Figure 3.2 shows the future Fremont/Lougheed intersection. This intersection is not mentioned anywhere in the main body of the report. Fremont is in the future Planned road network with the possibility of being in place in the next five to ten years. A request to the Ministry should be made to include a full four-way intersection in their final design. The Fremont leg should be constructed to at least the curb returns complete with signal light pre~ducting as is noted in section 4.7.3 (By-Pass/Lougheed Hwy.) This work couid be done with little or no property acquisition at this time as there already is an access to Fremont at this location. Figure 3.2 also shows Coast Meridian (North Side) closed at the By-Pass. This option may be viable if there was. a connection between Broadway and Coast Meridian at this time. Hamilton and Associates (Ramsey Property Consultant) has indicated that no connection from Kingsway to Coast Meridian is planned. With no other street in place this would leave Coast Meridian as a long cul-de-sac road. Port Coquitlam subdivision servicing bylaw states mo cul-de-sac is to be longer that 150m if no emergency access is in place. The Ministry should provide one of the following: Provide emergency access to Coast Meridian from the By-Pass. b) leave Coast Meridian as a Right In/Right Out only or c) fully Signalize the intersection. *Note: This intersection was pre-ducted for signals in 1980.
