THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 | Ml % 2% MEMORANDUM C [L FEB 4 1980 TO: Mayor and Council January 30th, 1980 FROM: Planning and Zoning Committee Re 2532 Kingsway, Foxmerly Rastad's Property - Rezoning R#23-73 In the December 4th, 1979 report of the 1979 Planning and Zoning Committee to Council, the Committee recommended rezoning of the subject property to M-l, However, Council decided, during the course of discussion on the recommendation, to refer the matter back te the 1989 Conmittee for further investigation and recommen- dation. A copy of the December 4th, 1979 report is attached. On January 29th, 1980 the Committee met with the new owner of the property, Mr. Munroc of T.C. Maritime Equipment Inc. The Conmittce, after considerable discussion, was unable to arrive at a recommendation and there tore suggested that the matter be discussed by tha anctise Cosmoil. The Committee, however, is concerned that granting M-], zoning to the subject property may damage the future development concept of multi-family housing for the area as M-1 zoning is not compatible with residential development. The Committee feels that if industrial zoning is to be given to this property, M-3 is more appropriate as it is the zoning designed as buffer between residential and other industrial uses. The fundmental difference between M-3 and M-1 is that M-3 zoning only allows warchousing, offices and light manufac~ turing. It excludes all industrial operations producing excessive noise, involving processing from raw materials and requiring extensive outdoor storage. Mr. Munroa, however, indicated that M-3 zoning would not mect his requirements. The Committee also feels that granting Mr. Munroe M-1 zoning may lead to pressure on Council from 2550 Kingsway for the same zoning as 2550 Kingsway was rezoned to RS-2 from Mel concurrently with 2532 Kingsway. a ia . oy ae ‘ Le Lee, LL/vw City Planrer.
