The provincial Water Branch has ordered the district to make structural changes to the dam at the Deep Creek reservoir to bring it within flood control guidelines. The changes include extending the top of the dam to three feet above the average water level in the reservoir and clearing trees from around the bank. The cost of these im- provements falls in the $300,000 - $400,000 range. Ald. Bob Jackman,. however, stated in an. interview that the municipality is also considering con- struction of a new dam further up the creek at a narrower point in the ravine, an alternative estimated to cost _ $310,000. Jackman said that $5,000 has been set aside in the 1986 budget for a cost-benefit analysis of the matter. When a decision is made, he. said, the district will take out a debenture and finish the work. Municipal engineer Ralph Keen recently an- nounced that an inter- connecting pipeline will be laid between the Deep Creek and Spring Creek reservoirs, treating higher pressure in the system and enlarging the water supply. Keen stated that this move will lessen dependence on the pumping station at Little Island, creating a cheaper and more depen- dable water supply for the community, Residents of the bench area will benefit from higher water pressure due to improvements slated for the Halliwell reservoir. The municipality has been under threat of action from both agencies for several years due to the dumping of primary sewage effluent into the Skeena River, a situation which continues to be both an embarrassment to the community and a hazard to the environ- Although a referendum was planned. in 1984 to raise funds for building a secondary treatment plant, the issue did not go to the elec- torate because the Ministry of Municipal Affairs disqualified the referendum. Mayor Jack Talstra speculates that the ministry probably felt that Terrace couldn’t afford to borrow the money for the project regardless of how the voters felt about it. The 1986 municipal budget, however, pro- vides for work to begin on a secondary sewage treatment plant. Ald. Jackman announced in an interview that council has approved a five-year plan which schedules completion of the treat- ment works sometime.in 1991, The sewage treatment reserve fund currently contains approximately $330,000, and the fund has been growing at the rate of about $80,000 per year through rate charges. The five-year plan calls for gradual depletion of reserves and revenues until 1990, when the fund will reach a balance of zero. At that time a debenture. will be taken out to finance the remaining work. Expense allocation for 1986 is set at $291,650, which will pay for preliminary site prepara- tion for the construction of a series of aerated lagoons. The entire pro- ject, at present estimate, will cost about $1.6 million. On Thursday, May 8, a loaded logging truck overturned while negotiating the sharp turn from Highway 16 onto the overpass, killing Bob Jackman suggested that the Department of Public Works, in con- junction with the Ministry of Highways and the RCMP, look in- to designating an alter- nate route for large vehicular traffic which would avoid the dangerous turn.
