ITEM IT Re: Use of Welcher Dump During Strike | As a result of the delegations to Council the Mayor directed the Committee to consider suggestions by Mrs. Evans for supervision and control of the dumping in various ways. The Committee was certainly sympathetic to the problems of the residents particularly since it recognizes that there will always be a nuisance to the residents as long as the dump remains open. However, in examining carefully all the suggestions, it was obvious it would not be Practical to implement them with the limited supervisory staff available. Tt is just not reasonable to expect the supervisors to be the middlemen between the pickets on the one hand, the public on the other, and the residents on another, and to attempt to enforce such things as the condition of the bags or the residency of the users. Furthermore, any attempt to restrict the hours of use would almost certainly result in garbage being piled up in front of the gate, If this garbage were allowed to build up it would then be very difficult to clean up because we would have no way of disposing of it once the gate was plugged closed. The Committee reached the conclusion that many people will dispose of their garbage anyway, regardless of whether or not we allow’ the use of the dump. It is better for us and the residents if the garbage is collected in one spot where it can conveniently be picked up than if it is scattered all over the City in Parks and ditches. The Committee recommends that the present method of dealing with the garbage be continued along with better information to the public. The Engineer reports that the advertisements relating to the Welcher Dump have been withdrawn from the newspapers and a new advertisement has been inserted advising the public on ways of reducing their volume of garbage in order to be able to store it at home for longer periods.
