THE WESTERN CANADIAN LUMBER WORKER WIVES, CHILDREN AID ON PICKET LINE CLC TO REVAMP COUNCIL A revamping of the Execu- tive Council of the Canadian Labour Congress is expected to be proposed by the special . commission appointed by the congress to consider the cen- tral labour body’s constitu- tion and structure. The revised form for the council would give more unions a voice in CLC policy- making and provide a place for representatives of provin- cial federations. The commission is also ex- pected to urge the CLC to explore the possibility of establishing various industrial departments in the interests of strengthening congress autonomy. : Under the suggested plan which will be submitted to the CLC convention in May, the Executive Council would be increased from 21 to 30 members. The positions of president, two executive vice-presidents and secretary-treasurer would be retained. But provision would be made for six general vice-presidents instead of the present four and 20 vice-presi- dents instead of the present 13. Ten of the vice-presidents would be elected to represent the provincial federations of labour and the remaining 10 would be elected at large to provide adequate representa- tion from affiliates. The double dues will con- tinue for five months with $5 going into a special strike fund which is expected to reach the $25,000,000 mark in September. Instead of returning to their normal dues payments at that time, however, Steelworkers’ members from then on will pay the equivalent of two hours’ pay each month instead of the previous flat $5 a month. According to union spokes- men this will mean an aver- age increase in the dues of about $1.78 a month. This amount will be divided between the strike fund, the international union and the local union. The increases were approved at a special Steelworkers’ con- vention in Atlantic City by 3,600 delegates from local unions across North America. One provision is’ that the minimum union dues will stay at $5 and the maximum at $10. Delegates to the convention were told that a lengthy strike in forthcoming negoti- ations with the basic steel industry could put the union on the verge of a grave finan- cial crisis. Because of the copper strike which lasted nine months, the union’s net worth had dropped from $22,942,000 to $18,357,000. expected to propose amend- ment of the CLC constitution to require affiliation to federa- tions and councils by all eligible unions. The commission is under- stood to be putting forward the plan for departments in building trades, maritime, metal and other fields as the only solution to problems . arising out of the present situation.
