Pollock City Administrator Re: City-owned Property — Manning Avenue At the February 7th, 1977 meeting of Council I was asked to get some information on the problem of access to the piece of property purchased by the Department of Highways and the City, commonly referred to as the "Ahone" property. Council expressed concern that the property would be locked in and be without access due to the fact that access onto Manning Avenue at this location would be eliminated. This piece of property will be in the same position as the five dwellings on the north side of Manning Avenue. t is the City's intention to construct an access road from Manning to Fraser in order to facilitate access to these parcels, although a legal access exists from Shaughnessy Street via Manning Avenue, the City would keep this route closed. Access from the Lougheed Highway would not be permitted, however, I believe this has always been the case. I cannot comment on whether there has been a loss in ve‘ue. If there has been, I don't believe it is because of lack of access but more because of the uncertainty as to the proper use to which this land should be put. I am sure that after the Lougheed Highway improvements are completed, the City will have to review planning for this whole area and I feel that this property would have higher and better use than single family residential. The property might have to be the subject of a consolidation with other parcels in the area to permit a higher use. I believe Council's concern was primarily on access and while it is restricted, the property is not ‘locked in’. > L.D. Pollock
