During the long term beyond the time horizon of this plan, public
transit will include Rapid Transit (ALRT) and Commuter Rail. Land
use decisions will take these future transportation opportunities
into account.

Utilities Policies

The focus of public investment during the term of this plan is to
create employment generators. The geographic focus of public
investment to meet that goal is the south-east industrial area.

Utility extensions for servicing new residential subdivisions are to
be constructed and paid for by private developers through the City's
Development Cost Charge System or where that ig not applicable by
ins<alling utilities at their own expense and collecting from
subsequent development by a system of latecomer charges.

The development staging system for new residential areas is part of
this plan. Development is limited to Phase One. Monitoring of
development is the basis for permitting development in Phase Two
areas. (see Plan Map Schedule B)

Tf a higher level of demand for housing occurs than is projected,
amendment to the plan is to be made adding to or revising development
stages. The amendments are to be carried out in such a way to help
meet the plan goals and objectives for

- development of employment generators

- matching the rate of trowth and services with the City's
abilityto pay for improvements.

- installing flood protection for south Port Coquitlam.

- improving the quality of new development to provide better
amenities for the community.

Schools Policies

The (ity is well served by schools. The only area that does not have
a school is the north-east agricultural land which will not be
developed during the life of this plan.

Part of the City's redevelopment strategy for older residential areas
is to encourage development of new family oriented apartment
buildings.

Parks Policies

Priorities for parks and recreation are for the programming of
existing fields and indoor recreation facilities as the highest
priority, as followed by improvements to parks and outdoor athletic
facilities. Lower priority is given to indoor recreation facility
improvements and to cultural - arts facilities.

The City will continue to require five percent parks dedication or
payment of “velopment Cost Charges of all residential subdivision
applications to acquire land of scenic or recreation value for parks.
