Minutes ~ May 5/75 May 12th, 1975 Land Use Contract concerning the size, shape and siting of buildings and structures and various other matters. A memorandum from the City Clerk, April 22nd, 1975, was submitted recommending that prior to third reading of By~law No. 1373, Land Use Contract No. 11 (which forms part of By-law No. 1373) be amended in the following manner: 1. That Clause (b) of Section 5 be re-numbered as Clause (c). 2. That the following be inserted as Clause (b) of Section 5: "After the buildings, structures, and improvements have been sited upon the land in accord with the provisions of Clause (a) of this Section the City of Port Coquitlam Board of Variance shall hear and determine any Appeal by a person who alleges that the strict enforcement thereof would cause him undue hardship, in which case the Board may, to the extent necessary to give effect to its determination, exempt the person and subsequent owners of the building or structure from the provisions of Clause (a) of this Section." Alderman Laking then briefly spoke to the proposed amendment to the Land Use Contract noted above and explained that this would permit persons to construct additions to their residences once the project has been completed, provided they are granted permission so to do by the Board of Variance. His Worship the Mayor then inquired whether anyone wished to speak against the By-law and Mr. Lawrence Rauser, 2159 Salisbury Avenue, inquired whether it is inteaded to improve that portion of Perth Street at the rear of his property which is presently being used as a lane by some of the residents, and the City Engineer advised that there are no plans at all for that portion of road allowance and specifically no requirements in the proposed development to do anything in that regard. Mr. Rauser commented that the road allowance is in a very rough condition and Alderman Thompson advised that if the condition of the road allowance is what is really of concern to Mr. Rauser, that can be rectified quite easily. No other person was present to speak in opposition to the proposed By-law. The Public Hearing was concluded at 7:35 p.-m., and the regular Council meeting then commenced.
