AUG 12 1974 MEMO MAYOR & COUNCIL DATE: AUGUST 7, 1974 PLANNING & ZONING COMMITTEE The following are proposed amendments to the Zoning By-law for Council's consideration. These amendments were proposed by the Planning Officer and were subsequently adopted by the Planning & Zoning Committee at its June 19/74 meeting. 1. Addition of the requirement of "Usable Open Space" in Apartment Zoning Areas (RM) as follows: 400 sq. feet for each 3 Bedroom unit 300 sq. feet for each 2 Bedroom unit 200 sq. feet for each 1 Bedroom unit 100 sq. feet for each bachelor unit 500 sq. feet for each group housing unit Definition of "Usable Open Space": a compact, level, unobstructed area or areas available for safe and convenient use by all occupants of the building, having no dimension of less than 20 feet and no slope greater than 10%, provid- ing for greenery, recreational space and other leisure activities normally carried on outdoor. Usable open space shall exclude areas used for off-street parking, off-street loading, service driveway and required front yards and roof areas. . Changes on Building Setbacks in Commercial Zones (c_& CS) (a) In C-2, C-3, C-4, CS-1 Zones, setback from the interior side lot line shall be "O" or "LO feet minimum", instead of currently "not less than oO". (b) In C-3, C-4 Zones, setback from the exterior side lot line shall be 5 feet. minimum. (c) In C-4 Zone, setback from the front Lot line shall be 5 feet minimum. Addition of Landscaping and Screening Requirements (a) In all Zones except Agricultural (A) and Single Family (RS), the entire required front yard and exterior side yard except that portion required for access driveways shall be fully and suitably landscaped and properly maintained. Any parking area or loading area shall be separated from an adjoining street or from a directly abutting lot in an A or RS Zone by a fully and suitably landscaped and properly maintained strip of not less than 6 feet in width. Screening of 6 feet in height shall be provided and properly maintained where any parking or loading area abuts a lot in an A or RS Zone, or is separated therefrom by a street or lane, except that where a parking area abuts a lane, the screening along the lane shall be not less than 2's feet
