decision be firm. For this reason it is essential that a fair
test be done prior to the City committing itself. The test
zone has been chosen to give us a cross section of the typs of
pick-up within the City. There are a number of hills and steep
driveways and the use of the entire Zone 4 as a trial zone
altows al! the garbage crews to get experience with the use of

With regard to recommendation no. 4, the Committee
requested that there be no back charging regardiess of whether
or. not Council decided to use the system. This condition,
however, [fs not acceptable to the company. The alternative as
recommended should not really be a problem since those that
don't. like the containers can opt out immediately after the
free trial period at no cost. Also if Council decides not to
continue with the program there would be no costs. However, If
Counci! agrees to extend the program throughout the City, then
those who. continued using the containers after the free tria!-
period will pay for the addittonal usage.

The proposed trial of the Canus Container System has been

discussed with the garbage crews and they are prepared to
cooperate [In a test.
