TETRA nna Rn eam Reo (d) Except when required for collection purposes, 411 such receptacles shall be kept on the premises to the rear of the building set-back as established by the "City of Port Coquitlam Zoning By~law, 1969, No. 918" as from time to time amended, and no such receptacle shall be permitted within any front yard as established by the said zoning by-law, except as hereinafter provided, (e) Where the Corporation provides a collection service to premises, all such receptacles shall, on the days fixed for the making of such collections, and prior to 8:00 a.m. be placed by the owner at a point on the shoulder of the road or lane or adjacent to the curb in front of his premises or on the prenises adjacent to.the property line abutting upon the street or lane from which such collection service is provided where directed by the City Engineer, and shall be so placed as to be conveniently handled from ground level and readily accessible from such street or lane. No such receptacle shall be placed where it may affect cr cause any hazard to traffic on such street, lane or sidewalk, and all such receptacles shall be removed from the street or lane allowance within a period of eight (8) hours immediately following the passage of the collecting truck and its crew. (£) Every owner of land and premises shall deposit all refuse materials in’ the receptacles hereinbefore required to be provided for same and all garbage shall be well drained and wrapped in newspaper or placed in bags before it is deposited in the receptacle. (g) No liquid or free water shall be placed, kept in or permitted to remain in or to accumulate in any such receptacle, and every such receptacle shall at all times be kept securely covered with a tight fitting water-tight cover. (h) No person shall place or keep any explosive substance or special wastes in any receptacle for garbage, rubbish or ashes. | (i) ALL garbage receptacles shall. at all tines be kept by the owner in a good, clean and sanitary condition and shall be accessible for inspection at all reasonable hours by the Medical Health Officer or the City Engineer or by their reapective authorized representatives. Where any receptacle is found unfit for such use, it shall no longer qualify as a receptacle pursuant to subsection (a) hereof and shall be replaced immediately by the owner. 4, Every owner of premises upon or within which special wastes are created shall be responsible for the proper sanitation thereof and for the storage, removal and disposal of all such waates in conformity with all applicable statu- tory and by-law requirements and te the satisfaction of the Medical Health Officer and the Clty Engineer,
