Planning & Zoning Committee Report July 21, 1972 In this way no one purchaser could profit by way of the subsidies available. Mr. Casson emphasized that this was NOT a give away program. Mr. Casson enquired if any Municipal land could be made available to the Regional District who are trying to locate reasonably priced municipal land wherever possible. In addition, they will be accepting proposals from developers for a variety of schemes in which subsidized housing could be included. The leasing of City owned land to the Regional District could possibly be another alternative although Mr. Casson said he did not feel this would be appropriate for a multiple-type development as Strata Title legislation precludes the leasing of the land component. The present concern of the Director of Housing is that he obtain acceptance from the City of Port Coquitlam so that Port Coquitlam can be included in a Call for Proposals which will be shortly issued to the development industry. Developers woulda be expected to submit details of projects in which the Regional District could participate. In this manner, developments which are for people of varying income groups could be obtained. The City would be kept informed of all developments by the Regional District. . Because of the participation of the City of Port Coquitlam in the Regional District, the City will contribute to the Housing subsidy regardless of where the units are constructed. The Planning & Zoning Committee are returning this matter to the Council for discussion. As mentioned above, the resolution passed by the Council previously does not give the Director of Housing suitable authority and if it is the wish of Council to positively participate in the housing program, the appropriate resolution would be: "That the City of Port Coquitlam request the Regional District to embark upon a Regional Housing Program within the municipality."
