CORPORATION OF THE CITY OF PORT COQUITLAN PARKS & RECREATION COMNITTEE meeting of the Parks & Recreation,'ommittee was held in the Council Chambers on Wednesday, October 29th, 1985, at 4:15 p.m. In attendance were Alderman Michae3. Wright and Alderman rman Geeorge Laking. A Also in attendance were K. Janna Taylor, Parks Recreation Director, and Roy Ang, Pitt Bruins Rugby Club (Item No. & 1 only) . QQNFIRNATION OF MINUTES That the minutes of the meeting of the Parks & Recreation Committee held on Wednesday, October 23rd, 1985, be taken as read and adopted . Stem No. Pitter~is Ruobv Clu)2 The Commi .tee met with Roy Ang his letter oi October 9th, 1985, to tothediscuss Parks Recreation Director. The Parks Recreation Director had sent a letter to Mr. Ang (please see attached) & & indicating that, due to the fact that they !lad their liquor licence revoked, and, furthermore, that they had violated contract signed with the City, they no longer the would allowed to rent the facility. Mr. Ang came beto the Committee to request that we reconsider the decision. The point brought up by Nr. Ang was that the problerl initially started out in the parking lot where the people were drinking and the neighbours had complained to the R.C.N.P., who turn came to the Hyde Creek Centre and, upon in investigation, realized the organizers had violated various aspects that of the permit; holding too much alcohol, sellingliquor tickets the door, serving minors and charging too much atmoney for alcoholic beverages. The Committee listened to Mr. Ang, who requested that be given one more chance and that they would they follow procedures as set out in his letter. ThetheCommittee indicated to Nr. Ang that the Director was completely correct in her decision; that now the reconsideration was in the hands and of the Committee. The Committee thanked Ang for coming to the meeting and he left Nr. at this time. /2. OCT 29 (""- ~ I e e e e~ ! %II K— The Committee discussed Mr. Ang's letter and felt that would be appropriate to allow the organization one more chance under the conditions it that they followed precisely the contract as well as the items, as outlined in the letter from Mr. Ang. It was also noted that the Department has not had problems with this organization before. Recommendation: That Pitt Bruins Rugby Club be permitted to utilize the facility and that this be allowed on the condition that they abide by the regulations as laid out in the contract when they sign it with the City of Port Coquitlam and also they abide by the security, as outlined inthat their letter of October 9th, 1985. 1989 Summer Games Budaet The Committee received the proposed 1989 budget. (Please see attached.) It was brought to the attention of the Committee that the budget was conservative in that only $ 105e455 was set aside for the upgrading of fields. The Committee very strongly that we should not bid for any felt summer games until Reeve Street Park was further along in the building of facilities. Recommendation: That the City of Port Coquitlam not apply for the 1989/1990 Summer Games. /3. OCT 29 t995 ,e,l e r Hvde Creek Expansion A letter from the Parks s Recreation Director was reviewed and discussion took place as to whether we should proceed with the retaining of a consultant. ommendation: That a consultant be retained at ann ~Re $ 8N500. ups t price of upse The aspect of whether dedicate the whole park or part of the park wastodiscussed Committee. However„ the Committee felt that it was appropriate, at this time, only do the lacrosse box and the grass area; the to did not want to tie up the total area at Committee this time. The Committee wanted to have flexibility with the rest of the parkland. Recommendation: That the lacrosse box and the grass area to the lacrosse box be dedicated as publicadjacent park. Miss Port~ouuitlam 1986 The Parks 8 Recreation Committee received, the attached submission from a group of PoCo residents. Janna Taylor, SUBJECT: llyde Creek Centre Parks s Recreation Director It is time to address the question of an expanded H,de Creek Centre. On several occasions the Committee has I. o "iscussions on the hiring of a consultant for the expansion on ..ae indoor pool. Rather than address one aspect of the facility it is appropriate to take a critical look at the total building for expansion to accommodate our future population. Various concerns have been expressed by staff and participants over the past few years and these will be identified in this report. I firmly believe that we are now in a critical stage in regard to the operation of the indoor pool. Unless we expand this facility ir the very near future, we will experience a continued drop in attendance during the public session. We anticipate that we will be short by $ 3,500 in public admissions this year. Our patrons are now going to either Maple Ridge, Chimo or Canada Games Pool where they offer much more for the dollar value of admission. The other facilities have hydropools, saunas, exercise rooms and teach pools. We are unable to accommodate a good tots learn-to-swim program due to the fact that we do not have a teach pool. We would definitely increase our registration revenue if we had such a facility. Presently many of the persons who are unable to reoister in our limited parent and tot program will go to either Coquitlam or New Westminster. There are several other factors that also need to be addressed. The roof has been leaking over the past several years and we may wish to address this issue in a possible redesign. la /2.
