Health Comm.re From the Health Committee, December 3rd, 1974, advising that the mew legislation- Pound & Animal City Clerk has drafted an amendment to the City's Animal Regulation By- Cont .8/ law infractions law to incorporate the new legislation which authorizes municipalities to issue tickets for infractions of the by~law and that the previous by- law contained a fee of $20.00 for an infraction; however, most offences are dealt with by ticket and the Judge is required to set the penalty, and in this case, the Judge has set a penalty of $15.00 for infractions under the by~law although he indicated he would be prepared to review the fee after one year; also, he pointed out that the Enforcement Officers are not required to insert the $15.00 indicated Fenalty if they hold a view that the circumstances warrant a higher penalty and in such cases the matter would proceed to court. Moved by Alderman Traboulay: Seconded by Alderman Laking: That as recommended in a report from the Health Committee, December 3rd, 1974, the amendment to the City's Pound and Animal Regulation By- law as drafted by the City Clerk, wherein new legislation is incorporated authorizing municipalities to issue tickets for infractions of the By- law, be approved. From the Health Committee, December 3rd, 1974, advising that a re purchase of dog Jicences- number of complaints have been received from dog owners that there is no pro rata charge for dog licences, and that if someone purchases a licence for a dog in November, for instance, they must pay the full year's licence fee. Moved by Alderman Traboulay: Seconded by Alderman Thompson: That as recommended in a report from the Health Committee, December 3rd, 1974, the City's Pound and Animal Regulation By-law be amended to provide that the fee for dog licences purchased in the last quarter be reduced to half the cost of the current annual fee, that is, from $5.00 to $2.50 for males or spayed females and from $20.00 to $10.00 for females. Comm, From the Parks & Recreation Committee, November 29th, 1974, proposing faservation of Sewage Lagoon site as that the Northerly portion of Lot C, Plan 19371, being the present future field sewage lagoon s""2, be reserved for a future field complex, and submitting pertinent information reflecting future needs.
