Stanley District Highways Manager for: Minister af Transportation and Highways Dated: April 23, 1981 At: Terrace, British Columbia (al-24A) « brought RCMP. bugging policy bizarre . OTTAWA (CP) — Warren Allmand testified Thursday night’ that as solicitor- general in the early 1970s he found RCMP policy on electronic surveillance il- logical and bizarre. ‘ The policy allowed Mounties to bug suspects in criminal investigations but did not allow them to tap suspects’ telephones. Allmand, testifying before a royal commission into RCMP wrongdoing, .said he found this surprising because bugging a residence or office was more extensive an intrusion than tapping a telephone. However, he said the Mounties were consistent in reiterating this policy not only to him but to Commons committees. Mounties told him they did not allaw detectives to use telephone taps because their legality was questionable in a couple of provinces. Documents made public by the commission Wed- nesday, when Mounties were questioned, showed Mounties in the field felt there. was an “abyss’’ between policy and practice involving wiretaps. In a brief to senior of- ficers in 1972, Mounties in - the field urged the policy be into line with practice, saying telephone taps were used extensively, 66. RECREATIONAL VEHICLES © 1979 #4 FT. Commission counsel Brian Crane read him a 1973 memo written by Maurice Nadon, who later became RCMP commissioner, in which Nadon said Allmand supported the bill despite police objections. Nadon said Robin Bourne, one of Allmand’s main advisers on police matters, felt the bill MPs take a break OTTAWA (CP) — A long and hectic winter schedule behind them, 260 weary MPs feft Parliament Hill Thursday for a 19-day spring break with the long- running constitutional debate out of the vay — ‘for , now: - The noisy late-night voting on the final amend- ments to Prime Minister Trudeau's constitutional package was something of an anticlimax, however. The bitterness that dominated the, fall and winter sitting had mostly evaporated under the terms of an all-party agreement - reached earlier this month and because all three federal parties had determined their positions on the amendments earlier this week. The votes dealt with the final details of the package: The debate is scheduled to resume sometime during the spring sitling, which begins May 12, for two final, marathon days after the ‘Supreme Court of Canada -rules on the legality of Prime Minister Trudeau's bid to act against the wishes of eight of the 10 provinces, The Commons was clearedin almost no time as MPs, many airline tickets, darted out the main doors. One overseas flight heading for Britain had been held specially for a committee of MPs in- vestigaling acid rain who went off to study Eurapean pollution for a week. ; clutching | would , be shelved, but Bourne. would try to ‘con- vince Allmand to change it. © '-Meanwhile, the Mounties would lobby for provincial support, hoping to sway Allmand, ‘ Allmand said .he hadn't known any of this, But he said {he Mounties were so set against the Protection of Privacy Act, passed in 1974, he finally aliowed them to present their views in a brief to the Commons justice committee. He added he would have rejected any move by- the Mounties to atlaw telephone taps in criminal, in- vestigations. “We were moving in the direction of more regulation rather than more freedom," he said. Crane asked ‘Allmand | whether he had received warnings the RCMP policy wasn't being followed in practice. He referred Allmand to questions - by members of the: justice committee, where Liberal Marcel Prod'homme and - Progressive Conservative © Gordon Fairweather, now — chairman of the Canadian Human Rights Commission, had expressed’ doubt Mounties were not tapping . ge Td a = telephones in criminal cases, Allmand said no one ever NEED TO KNOW SOMETHING ABOUT YOUR NEW COMMUNITY? ing Phone NANCY GOURLIE 615-7677 ~ CHARLOTTE TAYLOR 615-9263 Our hostess will bring gifts and greetings, along with helpful community infarmation.
