SUBJECT: GVRD Pianning Services Agreement for !985

RECOMMENDATION: A) That City Councit authorise the Mayor and Clerk
to enaorse the GVRO Planning Services Agreement
for 1985.

That GVRD Planning Department be requested to
carry out a stuay of downtown Port Coquitiam to
identify what the best roadway Improvements are
improve traffic flow into The area.

COMMENTS:

1. Tnis agreement contains The GVRD Planning Department's work
programme for 1985. what City Council! is being requested to do
to aavise of its agreement with the work belng proposed to be
carried out.

Activities contained in the Work Programme include:

The regiona! data base and forecasting service. The Planning
Department uses this data base extensively for preparing
reports.

Transportation mogei. The Engineering Depertment have been
participating in developing this model and will be able to use
it for traffic and demand for road improvement projections.
Regional Development Strategy - The Planning Department has been
participating in this programme, due to the Economic Planning

element.

This report is recommending that Council authorise endorsement of
the Service Agreement, as it Is fett the City will receive value
for the money spent.

An etement of the work programme that came to tne Planning
Committee's attention is item 3.4 That provides for small studies.
The Committee in Recommendation 8 are requesting the GVRD be
approached To do a study about the Shaughnessy Street Underpass To
determine what the best alternative Is for Improving traffic flow.
