Eng., City Engineer SUBJECT: TRUCK TRAPFIC RESTRICTIONS - SKEENA STRUET FROM PRAIRIE AVENUE TO RIVERSIDE DRIVE (Public Works Commitics Mecting of August 2, 1994) RECOMMENDATION: That Council direct the City Clerk to prepare an amendment to the City Traffic Control Bylaw #1117 to prohibit the use of Class 2 or Class 3 vehicles (trucks in excess of 4,600 kg) on Skeena Street between Prairie Avenue and Riverside Drive. The developer of the subdivision directly east of Skeena has constructed half plus one meter of the road pavement (two lanes) on the east side of Skeena Street from Prairie to just north of Riverside Drive. Also, a sidewalk has been constructed on the east boulevard for pedestrian use. In the future, when the property west of Skeena is subdivided, the developer would construct the remaining portion of the Skeena Street road pavement. In the interm, the developers in the Riverwood area have voluntarily agreed to request | construction trucks to use Prairie Avenue/Fremont Street and Riverside Drive rather than Skeena Street until such time as Skeena Street is constructed to the full pavement width, Also, there are signs on Skeena and Prairie Avenue plus Skeena and Riverside Drive notifying truck drivers to use Prairie/Fremont/Riverside Drive rather than Skeena. Although most of the truck drivers have been using Fremont rather than Skeena, there are some truck drivers which are still using Skeena, In order to be able to enforce this No Truck Route, it is recommended that Council designate Skeena between Prairie and Riverside Drive as a No Truck Route in the City Traffic Control Bylaw #1117 so that truck restrictions on Skeena Street can be formally enforced. | LR.
