THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM B.R. Kirk City Administrator Andrew de Boer Project Engineer May 28, 1992 REEN ZONE DESIGNATIONS FOR PORT COQUITLAM , he memittan KRAr , OQ 1.1 That the City request that the GVRD designate Colony Farm as a Green Zone site. 1.2 That the City request that the GVRD designate the riparian forest at the Coquitlam River mouth as a Green Zone site. 1.3 That the City request that the GVRD designate Douglas Island as a Green Zone site. 1.4 That the City ask the GVRD for support in requesting that the provincial goverament provide financial compensation to the owner of Douglas Island. e GYRD has municipalities identify important sites that shouid be designated ‘Green Zone’ lands and protected from urban development. Three environmentally sensitive areas in Port Coquitlam were Chosen as good candidates for the ‘Green Zone' program: Colony Farm, Douglas Island and the riparian forests at the Coquitlam River mouth. Colony farm is approximately 120 ha of abandoned farm field, hedgerows, ditches and riparian woodland and is a habitat to numerous species of birds. In 1991 the farm was nominated as an environmentally important site by the Federation of B.C. Naturalists. . The riparian forest at the Coquitlam River mouth consists of a mature stand of riparian Black Cottonwood forest which serves as an important nesting place for Great Blue Herons, bald eagles and red-tailed hawks. It is a prime example of an untouched Fraser River riparian forest. The foreshore of the riparian forest has been mapped by FREMP as an area of high environmental value. Douglas Island serves as an important habitat for wildlife such as black-tailed deer, beaver, muskrats and raccoons. The interior of the island is a wetland and bog complex which is surrounded by mixed and deciduous riparian forest and harbours various species of wintering waterfowl. In 1991 Douglas Island was nominated as an environmentally important site in the GVRD by the Federation of B.C. Naturalists. MOE Andrew de Boer —
