FREMP has been inatrumental in fostering better commmication and co-operation between agencies. However, its Activity Programs have been slow to develop, largely through a lack of funding and resources. The Program has operated with minimal funds ($250,000/year for each of 5 years) and has had to rely on part-time resources contributed by the participating agencies. The FREMP agreement is scheduled for renewal in pecember 1990. ‘The GURD should continue to participate in the PREMP process and support renewing the FREMP agreement. However, the GVRD should also strongly encourage the Federal and Provincial Governments to commit considerably more funds and resources to the Program and to place more empnasis on setting targets and deadlines for resolving issues and achieving progress on improving conditions in the Fraser River Estuary. I would suggest the following recomendations for consideration by the Executive Committee: 1. ‘That the Executive Comittee recommend that the GVRD Board formally endorse the renewal of the FREMP Agreement and encourage the parties to the agreement to provide sufficient resources for effective and early completion of Activity Programs. That the Executive Committee recomend that the GVRD Board send this report to all member mmicipalities with a request that they formally support Reccamendation 1. That the Executive Committee recommend that the GVRD Board send this report to the FREMP executive Committee and the appropriate federal and provincial ministers for action.
