Buchanan DEPARTMENT: Planning YOUR FILE: Port Coquitlam Official Community Plan OUR FILE: Bylaw, 1986, No. 2162 5O/-7 DATE: Mar. 26, 1986 BACKGROUND Bill 62 requires that where an Official Community Plan affects an area of an adjacent municipality, the Plan must be referred to the Council of that municipality for comment. Attached is a copy of a letter from Mr. R.A. Freeman, Port Coquitlam City Clerk, toyether with thetr draft Community Plan Bylaw No, 2162, Community Plan Schedule "A" (Policies). Schedule "B“ (Map) will be available for review at the Committee's meeting. The draft Plan received first reading on 1986 02 03, and the current schedule is for the draft Plan to go to City Council on April 7th for minor amendments and second reading, and then to Public Hearing on April 28th. The Community Plan is intended to cover the next five-year period. This Planning Department report is submitted to the Land Use Committee following discussions with the Port Coquitlam Director of Community Planning, Mr. W.A. Brown, and discusses certain issues of mutual interest reflected in the proposed Community Plan, These issues are listed below, together with a Comment which we recommend for endorsation by the Committee and Council. ISSUES 1.0 Areas not covered by a plan Draft Plan... The draft plan does not cover certain areas of Port Coquitiam, including: . (a) The area south of Mason between Oxford and Wellington Streets (City-owned land with park and cemetery). (b} All the foreshore areas. (c) Essondale Island (the small island east of Tree Island, which is within the District). Comment - The District of Coquitlam would like to see what the City intends for the area south of Mason during the Plan period. 2.0 Woodland Triangle Draft Plan ~- The Woodland triangle, bounded by Westwood, Lincoln and Woodland, is to be shown on the map as Neighbourhood Commercial /2
