V3C 2A8 Dear Mr. Kirk: Re: Municipal Participation in Electoral Area Planning Further to the memorandum of July 3, 1984, sent to you by Mr. Farry, this is to advise that the Electoral Areas Committee has met with the Minister of Municipal Affairs to discuss the above changes to the Municipal Act which would require municipalities to contribute to electoral area planning and zoning unless they ,opt out each year. Hitherto, municipalities of the GVRD have not contributed to the funding of planning in the Electoral Areas. Funding of planning has been assumed entirely through taxation of the Electoral Areas based on a budget approved by the Board of the GVRD. In respect to budget approval and in respect to the approval of all by-laws and zoning matters the GVRD has acted as "Council" for Electoral Areas. As you may be aware, only Electoral Area 'B' has zoning and planning functions under the Municipal Act. Land use in Electoral Areas 'A' and 'C' are regulated through other legislation. Representation was made to the Minister of Municipal Affairs by the Electoral Area Committee requesting that he approve a procedure whereby each municipality would make only a token contribution ($1.00). The Minister does not favour that approach because it is, in his view, inconsistent with the spirit and intent of the legislation. Therefore, the Electoral Area Committee has no other responsible options than to recommend that all municipalities Opt-out of the local planning function for Electoral Areas. Because the Director of Electoral Area 'B' wishes to have the Board continue “o review planning and other local functions, he has agreed to consult with adjacent municipalities in respect to zoning or planning matters, and to bring the results of that consultation to the Electoral Area Committee and the Board for their review. Thus a formal consultation on development matters can be maintained without these Councils funding the local area planning of Electoral Areas.
