From the British Columbia Society for the Prevention of Cruelty to Aug/75 Report Animals, August 30, 1975 being the August 1975 Service Report on Pound Pca Operation. Aiderran Keryluk commented on the report with respect to the large number of pets that were found dead or were destroyed at the owners' request. REPORTS: From the Building and Protection Committee, September 5th, 1975 Bldg.& Prot. Comm.-Modular with regard to Moduiar Homes and a request from Mariner Homes Ltd. to Home Construc tion meet with the Council to discuss modular home construction. Mayor Campbell invited the City Building Inspector to speak on the subject and Mr. Chernoff advised that the problem is not new and it is a question of deciding under what terms this type of housing is to be accepted. He advised that if it was decided to accept a 'C.S.A. Approved' unit, any type of unit, whether it was considered compatible with the surroundings or not, would have to be accepted if it had the C.S.A. sticker, and there is no guarantee that the individual unit has been inspected. The City Building Inspector also pointed out the loss in revenue from permit fees as there would be no plumbing permit fee other than a hook-up charge and the building permit would be pro-rated on the value of the foundation only. Alderman Keryluk questioned the clause in the present By-law that it had to be inspected by the City's Building Inspectors and ask- ed if it would not be possible to accept the inspection certificate of the Inspectors under whose jurisdiction the unit was built. Alderman Sd Traboulay noted that in Committee discussions it was made clear that it was not only Mariner Homes that had to be considered but any change in regulation would apply to any numzer of companies who manufacture ‘modular, mobile, or pre-manufactured’ homes. Alderman Thompson expressed concer over the safety factor in ‘mobile homes' and made reference to the Keenleyside Report on Fire Services in British Columbia which he intends to discuss in depth at a later date. Alderman Ranger noted that during the recent U.B.C.M. Convention he and several of the other Aldermen took the oportunity to visit Mariner Homes in Penticton and he felt that that firm provided a good full basement home at a cost of approximately $20 to $27 per square foot which could compete with the more conventional homes presently on the market. Alderman Thompson expressed concern over whether or not a By-law could be drafted that would, in fact, include some and exclude other types of homes. The City Clerk suggested that
