Carried, Aldermen Laking and Ranger voted against the resolution. Prior to passage of the foregoing resolution, Alderman Laking stated he did not agree with the recommendation of the Finance Committee, and that he felt the matching of such grants by the City is an incentive to various groups to raise money to assist in equipping playgrounds and parks. Alderman Ranger stated he agreed with the view expressed by Alderman Laking; however, Alderman Traboulay pointed out that if the City matched grants for equipment, it would still have the expense of installation, and Alderman Keryluk stated he felt that by matching grants, the City would be committed to undertake certain works rather than be able to pick its own priorities. From the Finance Committee, April 17th, 1975, advising that it had been requested by the Health Committee to review a request from the S.P.C.A. for a grant in the amount of $5,000.00 from the City to assist in providing a facility for a low-cost spay and neutering clinic. The Committee, in its report, further advised that all municipalities in the Lower Mainland have been asked to participate in order to raise $100,000.00 for this particular facility, and that following a review of a presentation submitted by the 5.P.C.A., and comments from the Veterinary Medical Association, it does not feel it can support such a contribution. Alderman Ranger stated he agreed with the comments made by Alderman Traboulay and that he supported the granting of $5,000.00 to the §.P.C.A. for the proposed clinic.
