Freeman, City Clerk โ€˜ CeCe Re: Enumeraticn of Electors : As Council is aware the amendments to the Municipal Act passed at the second session of the Legislature in 1974 require us to conduct a complete enumeration of ali residents in the City in order that a new Voters List may be prepared. In order to establish some uniformity in the area the Clerk's office in the District of Coquitlam and ourselves have agreed that, subject to the approval of our respective Councils, that we will both conduct our enumeration commencing Tuesday, April 16th, 1974 (the day after Easter Monday) and will proceed to complete the enumeration as rapidly as possible in our respective jurisdictions. We envisage the taking of joint advertisements in the various newspapers and are considering some form of joint direct mail - possibly โ€˜ through use of our respective newsletters. For those joint costs that cannot be specifically assigned to either the City or District (such as a newspaper advertisement) we propose to divide costs on the basis of the Simon Fraser Health Unit formula. We are agreed that the te most logical method for payment is to follow the scale established by the Provincial Government โ€” $7.00 per day for expenses and 25ยข per name enumerated. We are proposing to conduct the enumeration on a six days a week basis and would exclude Sunday asa day for canvassing or for payment of the expense allowance. Although our plans are not fully completed we will probably be dividing the City into nine separate areas and will be employing two enumerators in each area for a total of 18 enumerators. We will also require the services of a clerk-typist in the office to look after card sorting, etc. Depending on the number of persons registered ~ and we anticipate that there will be approximately 12,000 - our cost should be in the vicinity of $6,000.00. It has been suggested to us by the Province that we might want to do a "nose count" while our enumerators are visiting each residence anyway, and we will be following through with this suggestion. Municipalities have for some time been hoping that the Provincial per capita grant would be paid on an estimated population and although we have not received ..oe--cont'd. Page - 2 -
