OCTOBER-NOVEMBER, 1976 THE WESTERN CANADIAN LUMBER WORKER W Ripa oes Se cet Ata Se rc ie IONAL CHANG ce De Pa cee ey For the information of the mem- bership, changes to the Regional Con- stitution were adopted by the Regional Convention held in Vancouver, B.C., _ Amendments to the Regional Con- ' stitution adopted by Convention action _ Shall not be finalized until sixty (60) days _ from the close of the Convention, and ' such proposed Convention changes shall be published in the “Lumber Worker” - and copies of such proposed _ con- stitutional changes shall be sent to each Local Union within ten (10) days after the close of the Convention. Anytime within this specified sixty-day period, the membership, through their Local Unions, may petition the Regional Secretary-Treasurer to initiate a referen- dum on any amendment adopted by such Convention action. If the Regional Secretary-Treasurer receives a number of petitions representative of one-third (1/3) of the total Regional Council Membership, he shall proceed with the referendum within ten (10) days following the sixt (60) day period specified. ° The following constitutional changes were adopted by the Regional Con- vention. WAGES AND EXPENSE ALLOWANCES ARTICLE VII (I) (c) Delete Section (1) (c) which presently reads: “In addition to salary, Officers, In- ternational Executive Board Members, Appointees and Committee Members, shall receive expense allowance not to exceed: $16.00 per diem, plus hotel and _ tran- sportation expenses when they are away from their residence on official business of the Regional Council.” Following is the proposed change: “In addition to salary, Officers, In- ternational Executive Board Members, Appointees and Committee Members, shall receive expense allowance not to exceed $20.00 per diem, plus hotel and transportation expenses when they are away from their residence on official business of the Regional Council.” ae ep ARTICLE VII (1) (e) Delete Section (1) (e) which presently reads: . ; “Full-time Regional Officers shall be entitled to a per diem of $5.00 per working day for those days that the $16.00 or $12.00 per diem does not apply. The Executive Board may extend the application of the - $5.00 -per diem allowance to appointees and committee members, subject to the Regional Convention.” < Following is the proposed change: “Full-time Regional Officers shall be entitled to a. per diem of $5.00 per working day for those days that the $20.00 or $12.00 per diem does not apply. The Executive Board may extend the application of the $5.00 per diem allowance to appointees and committee members,-subject to the Regional Convention.” ARTICLE VII (2) Delete Section (2) which presently reads: “Regional Vice-Presidents, International Board Members, Appointees, Committee Members, and Trustees, who are temporary employees, shall be paid $65.00 per day for all days employed by the Regional Council, based on a 5-day work week. No temporary employee shall be entitled to receive in ex- ' cess of $65.00 gross earnings-for any day while employed by the Regional Council. In determining the maximum allowable amount, earnings shall be deemed to be earnings from wage sources.” Following is the proposed change: “Regional Vice-Presidents, International Board Members , Appointees, Committee Members, Trustees, or temporary employees shall be paid $65.00 per’ day for all days employed by the Regional Council based on a five-day work week. The Regional Council will also submit 1|.W.A.. Forest Industry Pension Plan contributions-on the behalf of these temporary employees. No temporary employee shall be entitled to receive in ex- cess of $65.00 gross earnings for any day while employed by the Regional Council in determining the maximum allowable on earnings shall be deemed to be earnings from wage sources.”’ SAFETY ARTICLE XII (1) Delete Section (1) which presently reads: ‘The constituted officers of the Regional Safety Council shall be: Chairman First Vice-Chairman Second Vice-Chairman ’ Third Vice-Chairman Secretary.” : Following is the proposed change: “The constituted officers of the Regional Safety Council shall be: Chairperson First Vice Chairperson Second Vice Chairperson Third Vice Chairperson Fourth Vice Chairperson Secretary.” GENERAL PROVISIONS ARTICLE XIV (1) Delete Section (1) (a) which presently reads: “Negotiations for master contracts shall be conducted .by the Regional Negotiating Committees organized on an area basis, and all Local Unions involved in such negotiations shall, through the Regional Council, authorize the Negotiating Committee to negotiate and ‘conclude an agreement in their behalf. _ Decisions of the Negotiating Committee shall be in the form of a recommendation to the membership by referendum ballot.” Following is the proposed change: “(a) (i) Negotiations for master contracts shall be conducted by the Regional Negotiating Committees organized on an area basis, and all Local Unions involved in such negotiations shall, through the Regional Council, authorize the Negotiating Committee to negotiate and conclude an agreement on their behalf. (ii) Designated areas for master contracts — and master contract negotiations may be established by the Regional Executive Board and/or Regional Convention action. (iii) Decisions of the Negotiating Committee shall be in the form of a recommendation to the membership involved by referendum ballot.” IWA TO RAID PPWC The IWA has now taken the decision to raid PPWC operations in British Columbia. Convention delegates informed the Regional officers that they were fed up with the PPWC’s constant raiding of IWA operations and instructed the officers to organize as soon as possible PPWC operations into the IWA.
