Implementation Issues:

Although this bylaw is a starting point, it does not stop Council in the future from adding
to this bylaw as resources and background work has been completed.

It should be noted that there will be a significant expenditure of resources, both economic
and staff time by various departments. The various department heads have had an
opportunity to attend workshops with Council and the City Solicitor to discuss the issues
related to the proposed bylaw. Attached to this report is a letter from the City Solicitor.
