SUBJECT: Barricading of Lane between York Place and Western Drive
(Public Works Committee Meeting Jan 3, 1990)

Recommendations:

1. That the newly installed barricades be left in its present location at the
York Place end of the lane.

That more parking restriction signs he erected on the north side of
Oughton Drive to remind the public that there is no parking at anytime on
this side of the road.

That York Place and Oughton Drive be included as a priority residential
road in the City's snow and ice control procedures.

That “no parking ~ emergency access" signs be erected in the lane between
York Place and Western Drive, and that this regulation be diligently
enforced by the Bylaw Enforcement Officers.

That the Parks Department be requested to trim the trees which are
obstructing visibility on Oughton Drive (adjacent residents to be notified
prior).

Background and Comments:

At its regular meeting held on December 18, 1990, Council passed the
resolution that the representations of Ms. Sandra Goldsby of 2143 York Place
regarding the recent closure of York Place Lane be referred to the Public Works
Committee for investigation and report.

On January 3, 1990, the Public Works Committee met with local residents of
this area. Ms. Goldsby and Ms. Norman were the principle spokespersons who
spoke agaiust «nd for the barricading of the lane, respectively. They were
each supported hy several other residents whom also voiced their opinion. A
summary of the points raised by both sides is documented in the minutes of the
PWC meeting which have been distributed to Council members separately.
