FROM: City Engineer SUBJECT: Sewer Cost Sharing in DCC Area 3 = Public Works Committee October 20, 1987 Reconmendation: That the City contribute $7,335 out of unallocated funds in the Sewer Utility Capita! Budget towards the costs of instaliing a portion of the Developmant Cost Charge Program tor Sewer Area 3. Background and Comments: Sewer Development Cost Charge Area 3 includes a new sewer pump station and a portion of Sanitary sewer main as shown in the attached sketch. These facilities sarvice the future development of City lands south of Stafford Avenue. At} developments within the area outlined will be paying development cost charges in the amount of $223 per dwelling unit to ultimately pay for this facilitye In the development cost charge calculations, the City fs also required to pay a portion of the cost, In this case five parcent of the astimated total. Five percent comes to $7,335. The Inlet Realty townhouse development and construction of five homes on Lobb Avenue require a connection to the sanitary Sewers This connection can be made at this time without reconstruction of the sanitary sewer main. However, if thay were To do that, we would be faced In the future with duplication of the main In order to provide the depth for servicing of lands to the south. As an alternate, we can require that the developer construct a portion of the development cost charge works at his cost and deduct that cost from the sewer development cost charges which he would otherwise have to pay. Unfortunately, the development cost charges payable do not cover the entire cost of the sewer construction. In order to resolve this tssue and save the City considerable money in the future, It is recommended that we pay The portion which the City must pay sooner or later anyway, and contribute this towards the cost.
