Comment: At present, based on our financial formula, Port Coquitlam pays for about 4/5 of a man year of S.P.C.A. service, and this would also have to cover a share of shelter servicing and maintenance. While the "share" is not rigidly adhered to in terms of service, it is evident that this has resul- ted in Port Coquitlam being without an officer within its bourdaries for periods of time, and has been one major cause of poor response time to answer complaints. As part of our agreement to purchase another half-man. year, the S.P.C.A. has agreed to have at least one officer and truck in the City of Port Coquitlam at ail times except when delivering to the shelter. This officer would be radio-equipped and have a communicator unit to take messages off the shelter's new recorder when the shelter was unmanned. The S.P.C.A. has requested that if this agreement is implemented, due to financial restraints they would appreciate a $1,500.00 prepayment against our account to facilitate immediate purchase of the additional unit. Tighten up licensing procedures in the City with regard to proof of spaying. Comment : It was felt that many unspayed dogs are being licensed as spayed.
