Reed, Solicitor for the District of Coquitlam, dated Seprember 6th, 1972 concerning the above-noted subject and you will see that it concerns those cases before the Courts where the fines are not paid to the munic~ Apality but to either the Provincial or Federal Governments. As Mr. Reed points out, we Feel that ir would be ‘wor thuhile for bath the City Council and the District Council to write “to “the © appropriate authorities, both at the Federal and ‘Frovincial ievel, to see if these ‘tines could ‘be retained ‘by the municipality to help offset the operating costs of the Courts es - state and ancillar ¥ precedures. As further stated by Mr. Reed in his memo the City and District care supplying all of the facilities required for processing the matters which may result in ‘the fine, even to ‘enforcing the collection procedures. In certain Federal cases, a . ’ * Prosecutor -is supplied, but in most cases the entire operational cost: :is borne by the munic-— waaay = ~dpality : sand this involves ali the investigative work, presecution, court coete, etc. We are really of the opinion that writing to the Provincial and Federal authorities | 2 is merely. a. matter of form, and that our request will be.rejected and we would: suggest that | if this indeed proves to be the case, we should forward resolutions to the 1973 Conventions of both the Canadian Federation of Mayors and Municipalities .and the Union of British Columbia Municipalities in order that the municipalities in British ‘Columbia and Canada may speak to ‘the Senior Govermments with a united ‘voice. . ‘ ° a, ” « a, ooo cee ae ee ee oe ML .
