Under a 10-year agreement which expired March 31 the city paid 70 per cent of policing costs. Ottawa now says it must increase that to 85 per cent, a figure which is not negotiable. If the government sticks to that position, Sheridan said the city will have to come up with approximately $250,000 more each year based on the 22 of- ficers at the detachment now assigned to municipal duties. That would translate to an additional $80-85 on the average homeowners annua! tax bill, he added. Sheridan said the city has ask- ed the Union of B.C. Municipalities if it has the power to reduce the number of officers here. ; At an approximate cost of $70,000 per officer, Sheridan said the increased cost could be offset by cutting the detachment to 19 members. Pointing out the federal government had achieved many of its own cost savings through © cutting back on staff, he asked, “Would we notice if we. ret thé: forey by three?’ 3 t ed Sar “ FRENCH IMMERSION TERRACE — ‘In the face of complaints of unfairness by the owners of several commercial buildings, council has reversed on plans to enforce its. water and sewer fate by-laws. - The.decision will cost the city $30,000 in revenue over the cur- rent quarter, . Last month aldermen . agreed the city had: misinterpreted its by-laws for buildings in-which more than one business was located. It had béen charging a flat commercial ‘rate on all buildings, regardless of whether they were single or multiple use. Instead, it should have been charging the base rate plus an additional amount for each unit within the building — the same system as applied to apartment blocks. In the case of Francisco Trigo’s Kalum St. building, the change in interpretation meant his quarterly water and sewer bill skyrocketed from $76 to $1,025. | Pointing out he ‘would have to pass the increases on to his tenants, Trigo said the new system meant small. office operations would be paying the same amount for water and sewer as a supermarket. Maintaining everyone should ‘pay’ according to how much they use the system, he added, **Ii’s small businesses that keep this town alive.” While agreeing the city need- ed to increase its utility revenue, Adrian Enright — representing the owners of the Tillicum building — described: the cur- rent -proposal as ‘“‘unfair and ridiculous.’? - Noting the Tillicum bill had increased nearly eightfold, he warned council ‘‘You’re pricing “however, Council backs up on pla : _for sewer, water rates us out of the tharket,”” He sug- gested the solution was to draw up a new and fairer by-law. - In‘ subsequent committee of the whole discussion of the pro- . blem, engineering director Stew Christensen said .99 buildings had been effected by the new in- terpretation. of the by-laws. Of those, only 30 Faced increases of more than $300 per quarter. _ Christensen. alsa. pointed out that if implementation of the system was delayed’ -until the third quarter of the year, the “ ty would lose - $30, 000 revenue. The loss could be ‘covered, because both the water and sewer budgets includ- ed provision af surpluses ‘ex- ceeding that amount. —. these were part of a plan to build up money.to pay for. future water and sewer system projects. . Noting the Northwest Real Estate Board office was manned by only a single: ‘person, two hours each day, alderman Dan- ny Sheridan said he probably cused more water in his own .home. ‘Ts it the intention business subsidizes residential,” he asked. “I guess you’d have to say ‘that, yes,” replied Christensen. After. discussing possible ‘alternative methods of fixing rates — based on the number of employees or the square Footage of a unit, for example — coun- ‘cil decided to abandon the pro- posed new policy. It'll now examine a new pro- posal to be implemented when the bills for the third quarter are sent out in late July, The 16.5 per cent increase in ‘the base sewer charge rate ap- Ld FINANCIAL SERVICES ‘Is Moving. os een i oe MAY 13 ae Our New Location Will Be A557A Lazelle, V8G 4E1 (Across from Spee-Dee Printers in'the new Trigo’ eulceg| 3 4 proved last month will go ahead ‘eee as planned.
