NATIONAL PARLEY MEETS

Indians demand bigger

role in public affairs

Canada’s Indians, through
40 delegates at the annual
conference of the National
Indian Council, in Winnipeg,
have demanded a bigger role
in Canadian affairs.

They asked the govern-
ment to give priority to In-
dians in filling posts in the
Indian Affairs Branch, and
for representation on such
public bodies as the National
Centenary Commission, the
National Film Board and the
Canadian World’s Fair Plan-
ning Council.

They also requested that
the federal government make
it an offense under the In-
dian Act to sell foreign-made
articles purporting to be In-
dian handicraft.

About 20 resolutions in ail
were submitted by the dele-
gates from British Columbia,
Alberta, Saskatchewan, Mani-.
toba and Ontario.

The federal government
drew sharp criticism during
the conference; and four spe-
cific fields of disputes were
brought out.

The Indians dealt with: the
taking of land without pro-
per compensation agreed
upon by treaty or other
means; failure to discharge
treaty obligations; improved
use of Indian trust funds; and
general claims based on the
failure of the government to
deal honorably, fairly and in
good conscience with the In-
dians.

Canada’s immigration min-
ister, Guy Favreau, speaking
in his capacity as superinten-
dent-general of Indian affairs,
again promised the Indians a
new deal.

He said the government
had decided to establish an
Indian Claims Commission
which would settle all claims
justly and equitably.

“Tt is proposed that the
commission be authorized to
hear all claims referred to it
by the government, as well as
such claims as may be made
before it by Indian bands or
other identifiable groups of
Indians,” Favreau said.

William Wuttunee, a Cal-
gary lawyer, and president of
the NIC, said he thought that
Indians would probably ach-
ieve equality during the next
25 years. He said that Indians
must be given more advanc-
ed laws before their econo-
mic advancement can begin.

Another delegate, Kahn
Zenita Horn, whose father is
chief of the Caughnawagha
reserve near Montreal, said
she was most concerned with
the “restoration of our pride,
the exhibition of our culture
as a forerunner of things to
come and help us_ achieve
equality.”
