take advantage of the Short Term Capital Borrowing Section of the Municipal Act to provide funding for this purpose. This method was used for the financing of the Northside Fire Hall and the Department was somewhat reluctant to authorize additional borrowing for this purpose. I therefore think that we may meet with some opposition from the Department of Municipal Affairs if we propose further borrowing under this Section. I would suggest that if Council wish to advance money for this purpose, we draw the money from the Tax Sale Land Reserve Account and that if Grants are forthcoming, that the amount be paid back into this fund, An expenditure from this fund would have to be by By-law, approved by the Department of Municipal Affairs, however, I feel that approval would be forth-~ coming for this type of expenditure. I might say that in view of the fact that we do have $13,800.00 promised, we have proceeded with calling of Tenders for a quantity of furnishings and therefore if financing can be arranged, it will be an easy matter to conclude the purchase of enough equipment to get the Library operating.
