Deputy City Engineer SUBJECT: Appointment of Consultmg Engineers for Retro-fit of Handley Crescent Sewerage Pamping Station & Standby Power Supply at Fremont Pamping Station That Dayton & Knight Ltd. be appointed as Consulting Engineers for the retro-fit of Handley Crescent Sewerage Pump Station and standby power supply at Fremont Pumping Station at a total estimated cost of $29,000 including contingencies and GST. 2. That funds for this work come from the Sanitary Sewer Utility Budget for 1991 Capital. Background & Comments: The City of Port Coquitlam originally put out a proposal call for consultants to undertake the retro-fit of the Handley Pump Station in 1989. Dayton & Knight Lid. were awarded the pre-design work and completed the project in 1990. Their report indicated that we could rebuild the current pump station or possibly look at a long gravity line to the Fremont Pump Station. Eventually the rebuild work was tendered but was found to be too cosily, in the summer of 1990. Re-evaluations of our plans for the area, including the new Riverwood Development, lead us to combine the retro-fit of the Handley Pump Station with a standby generator at the Fremont Pump Station. Because the scope had substantially changed since the original Consultant selection, we again called for proposals for the work. After careful evaluation, Dayton é& Knight and UMA demonstrated the strongest teams and methology towards the work and were therefore tied in ranking as number one. However, when the final evaluation of the costs were taken into account, Dayton & Knight was substantially lower than UMA. Lam therefore recommending that Dayton & Knight be awarded this work for a total of $29,000 which includes their fee, dispursrnents, GST, and a 15 percent contingency. | C.F. (Kip) Gaudry, P. Eng.
