From the files it would appear that im April 1989 we requested the developer to submit a landscaping plan but did not follow through to ensure he did. Regardless of wether he would have followed through with a plan of ot we could only asic him co fulfill obligations as set out ‘in the subdivision bylaw. Under this bylaw we can only ask the developer to prepare the boulevard area (including island boulevard) in a ready for seed, seed#“or turfed condition. We have no rights under the subdivision bylaw to specify landscaping to any degree greater than chart. Any time we have succeeded, usually with your assistarice, has been by friendly persuasion and coercion rather than under the bylaw.
