Municipalities Enabling and validating Act, being Chapter 251, 2.5.B.C.
1960. The Local Authority agrees to consider a floodplain management
bylaw, subject to the Local Authority's legisiative discretion and subject

as well to all statutory prerequisites to adoption of such a bylaw.

9. If any question of the interpretation of this agreement or of the per=
formance of the Province or the Local Authority arises or where no express
or only partiai or imperfect provision has been made herein a reference
shall be made to the Minister of Environment, whose determination thereon

shalt be final and binding.

10. This agreement shall extend to the benefit of and be binding upon the

parties hereto and their respective succes:ars and assigns.

Il. Supplementary agreements between the Province and the Local Authority
hereinafter entered into with respect to any other construction or improve-
ments of works under the Federal-Provincial Agreement, shall form part of
and be read in conjunction with this agreement. It is understood and
agreed that such supplementary agreements shall not become binding on the
City of Port Coquitlam without the express consent in writing by the City

of Port Coquitiam.
