THE CORPORATION GF THE CITY OF PORT COQUITLAM -2- In addition to the offsite servicing costs, the development on the north side would be paying approximately $122,000.00 in highway facilities development cost charges. Techram has said that their servicing costs exceed their budget by about $200,000.00 and would like to obtain some relief from the City. One possible area of relief would be in the cost of constructing Westwood Street which is one of the roads included in the development cost charge by-law. As they are already paying development cost charges, it would be reasonable to refund a portion of these cost charges to pay for the construction of Westwood Street. This would be an amount of about $28,000.00. The only other possibility of relief would come in either cost-sharing with the storm sewer Or reducing the storm sewer requirements. There would seem te be no justification at all for the City sharing in the cost of the storm sewer since the route chosen follows the Lougheed Highway and would provide no benefit to any City streets. Even if a more beneficial route were chosen, it would cost more and the City would not have any money for its shared this time. On the other hand, the possibility of reducing the drainage requirements does exist assuming that Council and the Fisheries Department would be willing to allow the discharge of their storm sewer into Maple Creek. Some of the former runoff into Maple Creek has been diverted to the Coquitlam River by the District of Coquitlam and therefore some spare capacity might exist in Maple Creek. There are some restrictions to flow downstream, in particular, the old wooden culvert under Kingsway seems to be badly under- sized in comparison to the rest of the culverts. It would probably be cheaper for the developer to improve these down- stream bottlenecks on Maple Creek rather than to carry the storm sewer all the way to the Coquitlam River. If this approach would be acceptabe to Council it would be up to the developer's engineer to prove that it is feasible and to obtain the approvals of the Fisheries Department. The Committee did not make a recommendation on the changes to the storm sewer requirement but did recommend that the developer obtain relief from the construction of Westwood Street through the development cost charges. ITEM IIT Re: Access to Hagel Trembath School The Public Works Committee discussed the request from Mrs. G.L. Bowen of 1442 Delia Drive to have the access road to tha Hazel Trembath School paved and lighted. Information was also received from the School Board Maintenance Superintendent suggesting that the School Board might be interosted in assisting in the paving. x Pr
