Qees The District to be dissolved and its assets and liabilities transferred such that all assets and liabilities be transferred to the City of Port Coquitlam and to the District cf Coquititam in proportion to the revenue which accrued in the year 1975 from the respective portions of the Dis-~ trict within the two municipalities. The dykes, pumps, flood boxes and bands in the name of the District to be transferred to the appropriate municipality. The land will transfer through the Inspector of Dykes, Having completed the dissolution of the District, the necessary undertakings for the improvement of the dyke south of DeBoville Slough can -be carried out.’ To ensure protection for the City of Port Coquitlam, and for that portion of the Municipality lying immediately south of DeBoville Stough, the entire dyke from the west end of the Slough southward to Mary Hill is to be improved under the Flood Contro] Program. It is to be recommended that the Province carry out this work, and to enter into a tri-party Agreement with the City of Port Coquitlam and the District of Coquitlam in respect to the completion of the work on the above described dyke. In that Agreement, the two municipalities would undertake to accept the improved works and would agree to operate and : maintain those portions of the completed works which lie within their respective boundaries. Except for the joint undertakings of the two municipalities, such an agreement would differ little from similar bi-party agreements already existing throughout the Valley. A copy of a current agreement involving the City of New Westminster is attached for your information. a : ‘ Since the Municipality is to accept responsibility for the completed sworks, a record of your Council's approval of the work to be carried out along the DeBoville Slough dyke will be required. In addition a copy of the Council resolution indicating that Council is prepared to enter into a tri-party agree- ment with the Province and the City will be required. , . Referring now to your February letter and the points you have raised, f would comment as follows: | I | 4, ! t | 1. Under the present economic requirements for dyke reconstruction, the structure north of DeBoville Slough does not generate enough benefits to justify the costs of improvement. The current Program has no provision for non-economic projects, but all works fin that category in the Valley would be reviewed towards the end of the Program. Unfortunately, however, no more concrete undertaking with respect to these works can be given at this time. It would be presumed that should the Program be modified to include these works, then costs would be borne by the two senior Governments. Local authorities with dykes under their jurisdiction are expected to carry out the needed maintenance of the structures to ensure against serfous deterioration. The Inspector of Dykes has the responsibility to see that the works are maintained.
