I have been advised by SPEC Central that the applications for

Opportunities for Youth Grants for t

he proposed Intensified Ground

Control Program in Coquitlan and Port Coquitlam have been refused.

It is rather difficult to understand

that such proposals would not

be considered as worthy, if not moro worthy, than other applications
that were accepted. This deve.opment now erases tne many montns of

planning and eliminates 25 jobs tor

local youths who were rather

planning on this project being accepted.
It would appear that we have the following options to consider:

1. Authorization by Council of expenditures to employ
students to carry out the intensified ground control

work, |

2- Continuation of a program similar to Jast years operations,

3. No mosquite control measures at all,

The third proposal, in my opinion, would be a regrettable mistake.
Without the mosquito abatement measures, there would result a tremendous
number of the insect pests in most areas of Cequitlam and Port
