Aldermen Laking and Traboulay voted in favour of the resolution. Prior to defeat of the foregoing resclution, Mayor Campbell mentioned that the City of Port Moody is also opposed to the Study as proposed; however, Alderman Ranger pointed out that when the respective Mayors met in Victoria with the Minister of Municipal Affairs, they were given the guidelines to review and send back and therefore had an opportunity to take action before. Alderman Keryluk pointed out that it was stated in the letter to the Minister that the Council is unwilling to participate in the Study, and commented that as long as our representatives are willing and able to take our views into this Study, he did not see the need for changing our minds at this point in time; however, Alderman Traboulay pointed out that the City has two representatives who are "strapped down" to the terms of reference, and stated he felt that "now is the time to back out". Alderman Laking stated he agreed with the comments made by Alderman Traboulay, and mentioned the fact that the City of Port Moody is not pleased with the terms of reference either. Alderman Ranger stated he saw the Study as a fact~finding mission with respect to such items as tax structure, level of service, etc., and that in his opinion there are two alternatives: straight amalgamation or boundary re~alignment. Alderman Thompson suggested that maybe the Council is saying it does not want a Study at all, and that is really the point that should be looked at; however, Mayor Campbell advised that the Study will go ahead "whether we want it or not". Moved by Alderman Thompson: Seconded by Alderman Mabbett: That the suggested Committee terms of reference for the proposed Local Government Re-structure Feasibility Study be amended by adding to Paragraph 2. (1) the following as clause (h): "That the Committee also take into account the strong preference of the municipalities to remain as separate units of local government." Carried. DELEGATIONS: From the PoCoMo Boys and Girls Club requesting use of City facilities for that organization and submitting a brief in support thereof. Representatives of the PoCoMo Boys and Girls Club were in attendance, and Mr. T.J. Colton, spokesman for the group, suggested that space and time be given to the Club in the new recreation facility presently under PoCoMo Beys & Girls Club re use of N. Side Rec.Com plex facili- ties, etc.
