Item No. 1 Terrv Fox Run The attached letter was received'from the Kinsmen. They are requesting that give consideration to the installation of twentywe lamp flag holders on Laurier Avenue for the Terry post Fox Run. The cost of making twenty brand new lamp post flag holders would be 81,011.00. However, there are thirteen lamp holders at the intersection of shaughnessy Street and Prairie Avenue these could be moved to Laurier Avenue, and thisandwould mean that only seven new lamp post flag holders would have to be made. We have some weed growth coming through the playing surface, at the location of the posts. We would like to spray Calcide (which is a vegetation killer) at the location of the post, so that when we proceed to resurface, we will not have the possibility of weed growth cracking the surface. Last year we did a similar spraying job on Pitt River Road, from McLean to Pooleyprior to re-paving. Re commend at 'n 1. That we spray Calcide at Routley Tennis Courts and that the area would be enclosed with snow fencing, tennis court gate locked and the'area = signed. 2. The Aldermen and Mayor would be contacted in the next few days to ensure that there were no 'problems with doing the spraying. CARRIED Item No. 3 ~Ma Dav Rez&ort The attached reports were read by the Committee member:-. It was agreed that there is a need to make a decision on three areas: 1. The date for the 1986 May Day. 2. The oarade route for the 1986 May Day. 3. A soc'.ety to be formed or continue in the same manner. It was decided to distribute the reports to Council members for review and that a report with recommen- dations would be sent to the August 12th Council meeting. Helen Fitch will be investigating further the costing of the various other festivals and this will be sent out in the near future to Council Helen will be attending theAugust 12th „ me.sbers. Parade: Organized from Nay Day Office Entries: 120 Judges: Port Coquitlam Toastmistress Club Briefly, no parade is seen as a success without a strong musical presence. I might, therefore, point out that a parade date must NOT conflict with larger competing festivals. Grade 2/3 Bands are very competitive and enter parades to specifically maintain their high rating, e.g. Simon Fraser Pipe Band performina cost $ 500.00. Considering the number of occasions bands are invited attend and their particular transportation costs, they are to in the enviable position of being able to selectively choose where they will go and for how much. We expend $ 100.00 per band in an ever competetive market that most often offers more. The Pacificaires specifically refused entry this year as they felt we did not offer enough activities that would interest their members AFTER the parade. They categorically festivals that do provide post parade entertainment.lookIn for summation, I think we did well to as many musical entries as we did, yet without the entice three Shriner contingents, we may have witnessed a quieter parade. Please note that you must schedule the May Day Parade well in advance for organizational purposes, but more emphatically it must not conflict with neighbouring festivals. On that note I can only point out that the second weekend in Nay, the Nother's Day weekend, is realistically your only choice if you consider my previous statements. Seasonally - Naple Ridge Festival our May Day and the Cloverdale Rodeo, Pitt Neadows precedes and Hyack Pestival immediately follow it. Nay I respectfully suggest that it would be folly to compete with Cloverdale and New Westminster for parade entrants. JU R4 t 'I ~ Cl I;' s 'I I IIU ~ I Crowning — As a new sound system for the arena is apparently forthcoming, the general comfort of the listening public should be enhanced. Silver Chord Tea A well-entrenched successful event totally organized and hosted by said members. — Soecial Events VIP Breakfast Fashion Show Adult Dance Children's Carnival Craft Fair Unequivocal successesl Fashion show was sold out. Beyond that, the show was a marvellous display of talent and organizational ability courtesy of coordinator Thelka Wright and Nay Day office personnel . The public will look for it in 1986. VIP Breakfast well in hand under direction of Audrey Leonard. This was the second year and, in my opinion, a necessary element zn hosting visiting guests. Childrens Carnival I cannot say enough about the obvious success of the Parks 6 Recreation Departments sponsorship (Alison Amos Co-ordinator) of this event. It gave a much needed activity to entertain post parade spectators. The whole effort Ms Amos and her staff members put into the event is in no small way, a contributing factor critical to the overall sense of public enjoyment. It was time consuming to organize and the detail given to presentation required much creativity and committment. Without such effort on behalf of the Parks 6 Recreation Department, Nay Day would have been a great deal less entertaining for your general citizenry. Adult Dance - Apart from stress regarding ticket sales, the dance once again appeared to represent a resounding success. People seem hesitant to pick up tickets prior to the event yet willing to attend at the eleventh hour. 1986 organizers should therefore consider: A committee solely committed to ticket sales. Cost of ticket re- entertainment and food. Extremely well organized and attended. — FVRTHER NOTES Float I cannot say too much nor too little about your dilemma in regard to the state of the size of, the calibre of, an annual city float. It is an understatement to point out that finding volunteers to erect such a project is very problematic. Depending on the prevailing political expectations of any council the float is of either or a low priority. Please then consider these points: a high It is for your children to ride on. Where and in what context do you want your city float — seen2 The vehicle that pulls the float is an integral part of the design but must be in a reasonable sta ~f repair and cleanliness. Fort Langley had their float professionally built for approximately $ 15,000.00. The vehicular motor structure is enclosed thus it is self-propelled. The float is stored year round in an enclosed, dry warehouse. The life expectancy of this float according to one source is three years after which the city solicits a new design. I mention this matter only to acquaint you with what some ether municipal'ties do. Where festivals are society operated committees charged with responsibilities to build andarefinance said floats. Sherri Anderson, an employee of the Parks and Recreation Department deserves sole credit for PoCo's civic float in both the 1984 and 1985 Nay Day Parades. How long we can prevail on her talent and enthusiasm remains to be seen. We do provide a 8200.00 honorarium which seems so inadequate considering the hours she devoted to the project. A small core of dedicated young people helped her but I wonder how long we can expect this type of commitment. Further Comments Designate dates for Nay Day Festivities as soon possible and resolve conflicts over parade route asat the earliest possible moment. I personally do not see how you can avoid selecting the Nothers Day weekend for Nay Day, as I stated in my comments regarding the parade. ak I l g, I ISS ~lmie II I II I& at this that the creation of an assistant's position point, for this office was deeply I might add, appreciated by myself. Rolande Ross proved to be invaluable. She handled the public graciously and competently and worked hours well beyond her particular contract. I can only hope that the position will be reactivated for the 1986 coordinator knowing how much I came to rely on Ms. Ross for a myriad of responsibilities. ~Fin 1 Comments In my 1984 report I stressed that "somewhere, somehow, Council must debate the intrinsic value of a May Day Festival and come to realize what exactly it represents to thecommunity". The debate may be ongoing, but I congratulate 1985 Committee for their support and interest. Kudos Once again I feel compelled to end a May Day report commenting on the cooperation given this office by the Parks and Recreation Branch staff members. The enthusiasm displayed by pertinent city employees was critical to the sense of creating a community project. Quite simply put it was a team effort and for that sense of camaraderie I will always be grateful. Thank you for your confidence and the freedom you gave me to function so comfortably. What follows is a brief interpretation of the (responses) reaction to our question. At this point, I make no attempt to editorialize basing my comments on notes made at the time of the presentation. While I spoke to many small groups, in the interest of brevity I will present Upon a the views of four rather large and prominent communi ty groups. TOASTNISTRESSES OF PORT COQUITLAN They have been actively involved in judging responsibilities re Nay Day Parade. They present an enthusiastic demeanor in regard to Nay Day, yet the general tone of discussion was negative in regards to formation of a Society, they percieved the city sponsorship as focuses and non-political in its most literal sense. Thay seemed fearful of fund raising lobby groups controlling events and public membership inhibited by cliques. One member pointed out that the pitt Neadows Festive Committee is chaired by the Nayor and private enterprise is solicited for the necessary funds to host such The municipality does not finance this festival. The presence of the as Chairman of a group of volunteers was, in her words,Nayor "neutral and organizationally efficient and less complicated'. Somehow city involvement at this level was again viewed as unbiased and non-commercial. A few members stated that they would not hesitate to work with the present Nay Day structure but would be less inc'ined to do so with a society. an occasion, There was an obvious spoken inherent fear of business or civic clubs taking control of this festival and turning it into a self serving "raucous affair" whereby would be less of a priority than making money.children/family There however, two members who believed that well considered were, laws of a society should clearly define the feelings of bythe citizenry. They were not afraid of a Society. In review, this association favoured continued sponsorship of the Nay DAy Festival by the City. KINSNEN Initially, in the spirit of levity I presume, the Kinsmen suggested cancelling Nay Day and to focus on their faltering July 1st activities. It became obvious then that community civic power may be splintered as many groups have their very specific vested interests, Kinsmen admit, as witnessed in their annual report, that their July 1st endeavors are not gw„ litchi ." meeting with success and was at that time *(Feb 1895) subject to possible cancellation. Even though they have participated in Nay Day for many years, many members felt July 1st as a national holiday was more important to the community, Some held the view that societies were cumbersome. They did not, however, express the cautious views of other groups regarding commercialization of Nay Day. Because of an ongoing relationship with the City, a relationship of obvious complexity, I feel reticent in over generalizing the Triple A's response to our question. They do know that their All Sports Winter Carnival was not held in 1984. We do know that a Basebal.l Tournament was scheduled for the same weekend as Nay Day 1985. This date was undoubtedly selected as a matter of convenience yet it is that clearly shows the vested interests of one group within a community as compared to the whole. At the time I attempted to liaison with the Softball people, of the opinion that the two events could be run in conjunction with each other, co-operatively not competitively. Criticism if Nay Day was duly noted and responded to. In addressing the P.C.A.A.A. I was aware that the Association is composed of a number of amatuer sports groups. Bearing in mind that all have dissimiliar fiscal requirements, it may be that individual clubs would be interested in working independently with Nay Day. In fact at a later meeting with one such group, that assumption proved to be wll founded . This group did not want any society regardless of components they wanted continuous City sponsorship based on the fact that they felt the City would be nore attuned to the children of — the area. NOTE: At this point, the Nay Day office has received correspondence from P.C.A.A.A. announcing their willingness to discuss the formation of a Society, I must point out that outstanding resource person in this area would be the P.C.A.A.A. treasurer Jean Day. I have attached her 1982 report as Nay Day co-ordinator for your re-evaluation. Personally, I do not see the success of Nay day dependent upon the P.C.A.A.A. involvement. JU BOY SCOUTS- GIRL GUIDES I feel safe in saying that this group supports continued City sponsorship activities as children/family are of paramount concern from their viewpoint not a surprising revelation considering their mandate. If the community theme changes radically to faster paced commercial focus, they could not see a participating role for Boy Scouts. While the present structure demands re-evaluation people seem to believe in the authority the City maintains. The line of command if you wish, is simple and clear, i.e. Coordinator, Parks and Recreation Committee, Nayor. Societies are subject to rules and regulations, splintered directorships, interest groups - all areas of concern to seasoned workers. On the other hand, with unified leadershipcommunity can be daring, progressive and creative. As fund-raising must be an integral aspect of such an association they must strike out into the private sector for support. Your child orientated groups are feaful of such commercialization as costs events are paramount in their eyes. What you have nowforis a working structure that has met with some success. Accountability is intact. An ever increasing number community groups are now involved in May Day. If youofwish to divest yourselves of fiscal sponsorship, do so, but you must provide the leadership a transitior. would demand. JU 1.
