Tom Sager, owner of a recently established clinic, plans to build a new one on the Hwy 16 frontage road between Clark and Shar- ples. At present, the water main stops 84m short of that lot, In the absence of a development cost charge bylaw, administra- tion used a tax-based formula to arrive at a suggested charge to Sager of $3,600. And local resident Chris Spangt has found what he sees as a rela- tively inexpensive way to do that. Spangl came across the idea of incubation boxes when he lived in Stewart. While there he met members of the Fisheries Rehabilitation, En- hancement and -Development division of the Alaskan Fish and Game depariment, Thal agency has been using in-~ cubation boxes for years to in- crease the number of fish released inte various river systems in remote areas. For example, there are some in fish rearing channels off the Sal- mon River near Hyder. Spangl said the boxes are made out of aluminum and measure ap- proximately 2ft x 2ft x 3ft. Water enters through an intake at the bottom of the box and exits through an outflow at the top. The boxes are stocked with eyed eggs which get the nutrients they need from the water. Screens ensure the growing fish remain in the box until it’s time for release. Apart from eliminating the cost of feeding the fish, the system also allows more fish to be reared using existing hatcheries and without spending big dollars building new ones. For example, he explained, Deep Creck hatchery capacity was limited by the number of fish they could raise in their rearing troughs. But they could produce more eyed eggs which could then be placed in incubation boxes in local streams. Spangl is waiting for a quote from a Iccal business on the cost of producing the boxes but anticipated they would run about $400.
